Department of Motor Vehicles - Digital eXperience Platform (DXP)
The California Department of Motor Vehicles (DMV) is seeking a System Integrator using an Platform as a Service (PaaS) solution to provide a Proof-of-Technology (POT) to modernize selected Occupational Licensing (OL) business processes and service delivery. The solution will provide a technology platform that leverages industry best practices to deliver intuitive and customer centric services. It will leverage key architectural attributes such as flexibility, usability, scalability, supportability, workflow configurability, and security in order to support changing business and customer needs. It will provide an overarching business process model designed to deliver a seamless customer journey. The solution will also need to integrate with several of DMV’s current OL legacy services, systems and databases. This DXP challenge-based procurement will replace legacy system functionality for DMV’s dealer-oriented OL business processes for our public users and internal staff.
Background
DMV legacy systems support the provision of services to millions of California residents through 188 field offices (FO) (Inspections-16, Driver Safety-17, Industry Business Centers (IBC)-10), 3 contact centers, 186 auto clubs (AC), and over 5,900 business partner (BPA) locations throughout the State. DMV services provide a means to assess and collect the regulated fees and taxes that support many state, local, and city transportation agencies and departments. This POT effort will focus on occupational licensing requirements. The selected technology—the PaaS solution proving to be the best during the challenge phase—will serve as the basis for a larger contract to modernize OL legacy applications. The selected PaaS will ultimately serve as the platform for the replacement of DMV’s legacy Vehicle Registration (VR), Control Cashiering (CC), and Driver's License (DL) legacy systems during subsequent DXP Project phases. These legacy systems, whose replacement is crucial, provide services and information to other government agencies, including law enforcement, the courts, and other State agencies.
Requirements and Outcomes
DMV will implement a contractor-provided (“PaaS”) platform solution for OL dealer-oriented business processes that meets all administrative and technical requirements and includes the following:
- A flexible and scalable platform solution, including software modules to replace several DMV legacy occupational licensing applications and provide workflow-based process optimization;
- Internal and external interfaces, reporting, data access capabilities, as needed;
- A centralized database;
- Secure storage at a centralized location with a backup at a separate site;
- A solution that allows secure storage and transmission of data and secure, robust audit and tracking capabilities at the individual user level;
- A solution compatible with state, federal, and DMV architecture standards; and
- Provision for the ongoing support of the entire system throughout the life of the contract.
The proposed platform will be limited to the following applications:
- Microsoft Dynamics
- Salesforce
- ServiceNow
Next Steps
The official solicitation for this effort will be released within the next two (2) weeks. Firms interested in participating in the upcoming solicitation, are encouraged to complete the California Department of Technology's (CDT) Electronic Vendor Application of Qualifications (eVAQ) process now. If your firm is new to the eVAQ process, account registration is necessary and is free of charge. The application can be accessed at https://cadttest.service-now.com/vendor.
The CDT eVAQ process is external to the solicitation process. The intent of eVAQ is to (electronically) accept and validate much of the standard administrative requirements necessary to do business in the State of California early in the solicitation process. This process has been designed to reduce the amount of time and effort required to submit a response. Bidders will be required to have an approved application on file and be deemed "pre-qualified" before submitting technical response narratives, functional/non-functional requirements acknowledgments, and POT rough order of magnitude costs for this effort.
